Add simple page numbers to the bottom of every PDF page, choose the starting number and text size, then save a copy.

Choose a PDF, set the first number and text size, then save the numbered document.

Limits
Some password-protected or damaged PDFs may not open. Very large files can use a lot of memory. Editing may invalidate digital signatures or affect features in complex PDFs. Check the saved result before sharing it.
